National Direction of Migration Resolution No. 1644/2020
CIRCULAR

The National Direction of Migration (“DNM”, for its Spanish acronym – Dirección Nacional de Migraciones) has recently issued Resolution No. 1644/2020 with preventive measures aimed at restricting the possibilities of circulation of the Coronavirus (COVID-19), by means of which it was resolved to:
a. Suspend (temporarily) the processing of applications for admission as a “temporary resident” (“residente temporario”) of foreigners who are abroad and are national and/or from China, South Korea, Iran, Japan, United States of America, United Kingdom, member States of the European Union and the countries that make up the Schengen area, in the subcategories established by article 23 of Law No. 25,871, which include the “migrant worker”, among others.
b. Suspend (temporarily) the processing of applications for admission as a “transitional resident” (“residente transitorio”) of foreigners who are abroad and are national and/or from the countries mentioned in section a) above, in the “academic” subcategory, established by article 24 of Law No. 25,871 and its amendments.
c. Suspend (temporarily) the processing of applications for “special transitional residence” (“residencia transitoria especial”) of foreigners who are abroad and are national and/or from the aforementioned countries willing to enter Argentina in order to carry out paid or unpaid work in the scientific, professional, technical, religious or artistic fields, pursuant to the provisions of article 24, paragraph h) of Law No. 25,871 and its amendments.
d. Suspend (temporarily) the online processing of Electronic Travel Authorization (ETA) for foreigners who are abroad and are national and/or from the aforementioned countries.
e. Suspend (temporarily), in the Argentine consulates, which act as delegated authorities of the DNM, the processing of entry permits and visas as temporary and/or transitory residents of the countries mentioned in section a) above.
This Resolution is in line with the decision of the Government of closing Argentina’s borders to everybody except to Argentine citizens and residents. Today the offices of the DNM are closed so there is no possibility to proceed with any residence request at all and this status will remain for an undetermined period.
