The Secretariat of Production Coordination of the Ministry of Economy has resolved to initiate an antidumping investigation against imports originating in China of “Industrial steel wind towers — whether conical or not — and their parts, with a minimum height of 50 meters measured from the base of the tower to the base of the nacelle, whether presented alone or with a wind power generating set (wind turbine)” (tariff positions 7308.20.00 and 8502.31.00). The investigation was requested by GRI CALVIÑO TOWERS ARGENTINA S.A. and was initiated through Resolution 218/2026, published in the Official Gazette on July 16, 2026.
At this stage of the investigation, the National Foreign Trade Commission (CNCE) calculated a dumping margin of 46.39% for Chinese imports. Regarding injury, it determined that there would be sufficient evidence supporting the allegations of threat of material injury.
The investigation is expected to last 8 months, although it could be extended to 12 or 18 months depending on its complexity. Should it be concluded that Chinese imports have entered under dumping conditions and threaten to cause material injury to Argentine industry, the Ministry of Economy could impose antidumping duties for a maximum period of three years (extendable once for an additional two years). Such antidumping duties could take the form of ad valorem duties, specific duties, or minimum FOB values.
Importers of the wind towers under investigation, as well as their Chinese suppliers (exporters), may participate in this proceeding to challenge the dumping margin and threat of injury determinations. To do so, they must complete the questionnaires within an extendable period of 30 calendar days, counted from the publication of Resolution 218/2026 in the Official Gazette.
In principle, the data collection period for the dumping determination covers March 2025 through February 2026, and for the injury/threat of injury determination it covers January 2023 through February 2026.
