On January 31, 2025, Decree 55/2025 was issued, ordering the dissolution of the “Preliminary Conciliation Service in Consumer Relations (COPREC)” and related entities, effective February 1, 2025.
COPREC was created under Law 26.993 to mediate in consumer disputes involving claims not exceeding 55 minimum wages. However, its functioning was primarily limited to Buenos Aires, where other organizations with similar functions coexisted, generating redundancy and additional costs.
This decree aims to simplify consumer dispute resolution processes and reduce bureaucratic overlap across different jurisdictions (mainly Buenos Aires).
However, the Ministry of Industry and Commerce will continue to receive and refer claims to local agencies in a centralized manner through the “Ventana Única Federal.”
Key Provisions:
– Dissolution of COPREC, the National Registry of Conciliators in Consumer Relations, and its Financing Fund.
– The Ministry of Industry and Commerce will use the remaining funds from the Financing Fund to fulfill COPREC’s pending obligations, continuing with the processing of unresolved cases.
– Specific articles of Law 26.993 and its Regulatory Decree 202/2015, related to COPREC, consumer relations audits, its functioning, and procedures before these organizations, are repealed.
In summary, Decree 55/2025 seeks to reduce bureaucratic redundancy and improve efficiency in consumer dispute resolution in Argentina, while maintaining consumer rights protection through other existing channels, such as the Ventana Única Federal, to avoid overlapping jurisdiction and functions among different consumer protection agencies.
