Simplification of requirements for the registration of domains under .tur.ar and .seg.ar extensions.

On September 11, 2024, Disposition 364/2024 (the “Disposition”, available only in Spanish here) was published in the Official Gazette, incorporating the extensions “.tur.ar” and “.seg.ar” into the Open Zone, simplifying the requirements for registering domains under these extensions. 

Before the issuance of the Disposition, the Open Zone consisted of the extensions “.ar,” “.com.ar,” and “.net.ar.” This Zone is characterized by not requiring the fulfillment of special requirements or conditions to register domains under these extensions. 

In contrast, the Special Zone – to which the extensions “.tur.ar” and “.seg.ar” previously belonged – requires applicants to meet a series of additional requirements to register domains. These include, for example, the submission of specific documentation (validations, permits, registrations, etc.), being a particular type of organization or establishment (entities belonging to National Musical Groups, the Armed Forces of the Argentine Republic, etc.), among others. 

Regarding the extension “.tur.ar,” the Disposition eliminates the requirement to obtain authorization from the Ministry of Tourism of the Nation to operate as travel and tourism companies, travel agencies, or ticket agencies. Now, both individuals and legal entities, preferably linked to the commercialization and/or promotion of travel and tourism, can hold domain names with the “.tur.ar” extension, omitting, according to the new regulation, the need of registration or authorization in the area of tourism. 

As for the extension “.seg.ar,” Resolution RESOL 2024-420-APN-SSN#MEC, published in the Official Gazette last September 2, repealed Resolutions RESOL-2022-407-APN-SSN#MEC and RESOL-2023-314-APN-SSN#MEC, which had created the “Registry of Digital Channels” and the obligation for insurance companies to register a domain name in the “.seg.ar” zone respectively, and now it is no longer required to have the validation from the National Insurance Superintendency (“SSN”). The Disposition establishes that individuals or legal entities, preferably involved in the commercialization and/or promotion of insurance, can hold domains under this extension. 

In this sense, it could be said that, with this regulatory change, insurance advisors or a company formed by them, insurance agents and other intermediaries could also use the “.seg.ar” extension.  

The term “preferably” allows all interested parties to register domains under both extensions, not just those with authorization from the Ministry of Tourism of the Nation or validation from the SSN, as applicable.
