Dear:
Resolution 723/2025 (the “Res.”) of the National Service of Agrifood Health and Quality (“SENASA“), establishes a new regime for the authorization, inspection and control of vehicles intended for the transport of live animals and goods of animal origin; repeals SENASA Resolutions 503/22, 735/22 and 557/24; and approves a comprehensive regulatory body with specific annexes.
Main provisions
1-Authorization procedure
-Transport vehicles must obtain sanitary authorization granted by SENASA, after official inspection (Annex III).
-The authorization is valid for 2 years and must be rehabilitated upon expiration by means of a new inspection.
-A one-time provisional authorization may be granted, for a maximum period of 90 consecutive days, for vehicles that do not yet fully comply with the technical requirements.
-SENASA may authorize non-specialized (multi-species) vehicles, provided they comply with animal welfare conditions and sanitary requirements, subject to prior inspection and approval.
-Exceptions: The regime does not apply to certain cases provided for in Annex II, such as transport of domestic pets by their owners, bees, fish and ornamental birds, reproductive and/or genetic material, animal breeding animals, live animals that enter the country through a border post and are moved to a quarantine center or to another border post, or other cases expressly excepted by SENASA.
2-Visible identification of the rating
-Authorized vehicles must display the legend “SENASA HABILITATION N°…” on both sides and back, with a minimum height of 8 cm (Annex III).
-It is forbidden to display this identification when the authorization has expired for more than 30 days.
3-Obligations of the owner
The owner of the transport must:
-Manage the authorization and its biennial renewal.
-Keep the registration data updated and report any change of ownership.
-Identify the vehicle with the assigned authorization number.
-Carry the Sanitary Authorization Card in each unit (in digital or physical format).
-Ensure compliance with animal welfare regulations.
-Report non-compliance and the presence of notifiable diseases (Art. 5 and Annex VI).
4-Obligations of the driver
The driver must:
-Operate only authorized vehicles, duly identified and carrying a valid Card.
-Comply with animal welfare standards and ensure appropriate loading and transport conditions.
-Transport goods in accordance with the category of authorization and supporting documentation (sanitary and commercial).
-Request and complete the data in the Electronic Transit Document (DT-e), signing it as a Sworn Statement.
-Carry, together with the DT-e, the Single Vehicle Washing and Disinfection Certificate.
-Comply with the placement of official seals or those validated by SENASA.
-Report breaches of transport regulations and the presence of notifiable diseases.
-Verify the animals’ physical fitness prior to loading.
-Conduct periodic inspections during the journey to detect fallen animals and prevent further injuries.Driving only authorized transport, identified and with a valid Card.
5-Electronic Transit Document in exceptional cases
In exceptional cases or when there are sanitary measures, the transport authorisation number must be expressly informed in the Integrated Animal Health Management System (SIGSA), when managing the DT-e.
International Transport
International transport vehicles must comply with the requirements set out in the regulations of the country of destination, without prejudice to local health requirements.
7-Vehicle Manufacturing Certification Program
-The Official Sanitary Certification Program for the Manufacture of Vehicles for the Transport of Live Animals and/or Goods of Animal Origin is created (Art. 10 and Annex V).
-The program is voluntary adhesion, aimed at companies that want to certify the manufacturing process of each model or unit.
-The certification is valid for 5 years per model and provides for biennial technical audits by SENASA.
-The technical requirements of the process are set out in Annex V.
8-Sanctioning Regime
-Failure to comply with the resolution may lead to:
-Provisional suspension of the authorization in accordance with Res. 38/2012 (and amendments).
-Application of the sanctions provided for in Chapter V of Law 27,233 and its regulatory decree.
