In a recent institutional reorganization, the Chief of Cabinet’s Office has formally incorporated the Undersecretary of Communications and Connectivity. This incorporation was formalized through Decree 318/2024 (the “Decree”), published in the Official Gazette on April 17, 2024.

From now on, Communications and Connectivity will become an undersecretary within the Secretary of Innovation, Science, and Technology, that reports directly to the Chief of Cabinet’s Office. This Secretary currently oversees five entities: the Undersecretary of IT, the Undersecretary of Innovation, the Undersecretary of Science and Technology, the Undersecretary of Communications and Connectivity, and the National Procurement Office.

Among the key objectives of this reorganization is to strengthen and modernize the regulatory framework and infrastructure for communications and postal services in Argentina. Primary goals include assisting in the design of policies and regulations that promote the development and inclusion of communications, updating the regulatory frameworks for telecommunications and postal services, and supervising the National Communications Entity (ENACOM). Additionally, efforts are aimed at promoting international coordination and updating the National Spectrum Band Allocation Chart, as well as improving the management and utilization of the infrastructure of the Argentine Satellite Solutions Company (AR-SAT) and the Official Mail of the Argentine Republic. The decree also assigns the responsibility of managing the National State’s holdings in AR-SAT and the Official Mail of the Argentine Republic S.A., ensuring strategic and efficient management of these key assets. These efforts are directed at universalizing access to the Internet and mobile services and optimizing the use of state resources in key sectors for the digital economy and technological development of the country.

According to Section 6 of the Decree, the Secretary, led by Alejandro Cosentino, is assigned the responsibility to “develop and execute the policy on telecommunications and to intervene in the development of the tariff structures in communications.” Furthermore, it is granted the authority to develop policies and legislative projects, supervise regulatory bodies, and manage licenses and registrations related to communication services.
