Environmental Law Report | Resolution No. 93/2020 of the Ministry of the Environment and Sustainable Development: extension of the annual environmental certificates for carriers and operators of hazardous and pathogenic waste, and new procedure to obtain transportation manifests during the lockdown period.

Resolution No. 93/2020 of the Ministry of the Environment and Sustainable Development, published in the Official Bulletin on March 27, extended until April 30, 2020 the effective term of the Annual Environmental Certificates (“AECs”) granted to hazardous and pathogenic waste carriers and operators under Argentine Hazardous Waste Law No. 24,051. The time extension applies to AECs expiring between March 1, 2020 and April 30, 2020.

Due to the coronavirus (COVID-19) health emergency, the resolution also provides for the following procedure to obtain hazardous waste transportation manifests during the lockdown period established by Executive Order No. 297/2020: (a) the carrier must acquire the manifests through the e-recauda web portal; (b) once such acquisition is completed, it must send an email to the following mailbox: [email protected] together with the relevant electronic payment slip (volante de pago electrónico or VEP) or payment slip generated by the e-recauda platform and the payment receipt generated by the selected electronic means; and (c) once the monies are credited, the carrier may use the manifest.
