Dear Sir or Madam,

Resolution No. 37/2021, published in the Official Gazette on March 5th, 2021, creates the Unit for the promotion of investments in energy and mining within the Ministry of Foreign Affairs, International Trade and Worship (the “Ministry”), which will have the purpose of assisting in the formulation and coordination of policies related to the attraction of investments for the energy and mining sectors (the “Unit”).

The Unit shall be composed of
1. an incumbent Coordinator, who will be in charge of coordinating the actions to be carried out;
2. An alternate Coordinator, who will replace the incumbent Coordinator in case of absence;
3. An official in charge of following up on energy issues;
4. An Officer in charge of the follow-up of mining issues; and
5. Other officials, specialists in the corresponding matters, appointed for the purpose of assisting the members of the Unit.

The Resolution has its scope by means of the provisions of Section 18 of the Law of Ministries No. 22,520 (text as amended by Decree No. 438/92), under which the Ministry is responsible for assisting the President of the Nation and the Chief of Cabinet of Ministers in all matters related to the foreign relations of the Nation and its representation, and in particular, among other powers, to take part in trade and investment promotion and international negotiations of an economic and commercial nature; to take part in the promotion, organization, and participation in official and private exhibitions, fairs, contests, trade shows and missions of an economic and commercial nature.

Underlying the Resolution is the convenience that the implementation of a policy to attract investments in the energy and mining sectors, which are within the scope of the Secretariat referred to in the preceding recital, be coordinated by a specialized unit, given the technical nature of the subject matter and the multiplicity of projects and initiatives in which the Argentine Republic participates in the bilateral sphere.
