CIRCULARS

Department of Public Law, Banking and Financial Institutions & Energy Report | Resolution n.° 715/2025 – Private tender for new electric power transmission lines

In the context of the national energy sector emergency, the expansion of the electricity grid is key to enable existing and future generators to feed higher volumes into the Argentine Interconnection System (“SADI”, by its acronym in Spanish) as well as users to access a stable, high-quality supply in productive areas, also allowing the development of hydrogen projects.

In this sense, the National Ministry of Economy qualified as of priority nature the execution of the seventeen (17) expansion works of the SADI identified below, as well as any additional works that may be determined by that Ministry. These works will be awarded within the framework of the Public Works Concession Law n.° 17,520.

The National Energy Secretariat shall regulate this form of expansion, which shall be incorporated into the legal framework of the electric sector (known as “Los Procedimientos”) following the guidelines below:

i. The concessionaire shall receive a monthly remuneration throughout the operation and maintenance of the expansion works that shall be paid by the Dispatch Agency (“CAMMESA”, by its acronym in Spanish).

ii. The investment in the expansion and the concessionaire’s monthly remuneration may be charged to the users benefiting from the works, as a transportation expansion tariff.

iii.Operation and maintenance shall be carried out by the concessionaire under the supervision of the distributor.

iv. At the end of the concession period, the concessionaire shall transfer the works to the National Government at zero value. From that point on, operation and maintenance may be granted under concession to the distributor.

v. The expansions will have administrative easement for electric power pipelines (law n.° 19,552) as from the issuance of the certificate of convenience and public necessity.

Please find below a detail of the relevant expansions:
