On June 12, 2025, Resolution No. 1938/2025 (the “Resolution“) was published in the Official Gazette, by which the Ministry of Health of the Nation ordered the elimination of tariffs for most of the procedures in charge of the National Directorate of Border Authorization, Inspection and Health (“DNHFSF“), while approving a new tariff scheme exclusively for transactions with the Directorate of Border Health and Transport Terminals (“DSFyTT“), contained in its Annex I (the Annex“). The measure seeks to facilitate access to health, reduce bureaucracy procedures and optimize resources, maintaining a regime of cost recovery only in terms of sanitary border control.

 

Below, we highlight the main aspects of the Resolution and its Annex:

1- Repeal of the Prior Tariff Regime: Ministerial Resolution No. 3314/2023 and its amendments are repealed in their entirety, eliminating the tariffs applicable to the sanitary procedures provided therein.

2- Free Procedures before the DNHFSF: As of the entry into force of the Resolution, all procedures related to authorizations, certifications, registrations, authorizations and other services provided by the DNHFSF are free of charge, except for those listed in the Annex.

Free of charge includes both the initiation and issuance of administrative acts, reducing economic barriers for small providers, community organizations and mental health establishments, among others.

3- Exception: Procedures before the DSFyTT. The collection of fees for the services provided by the DSFyTT, the area responsible for health surveillance at ports, airports, border crossings and transport terminals, is maintained.

4- Specific Exemptions: National public health establishments, those belonging to the Armed and Security Forces, and those of National Universities continue to be exempt from payment of the fees of the Annex.

5- Implementation and Adaptation of Systems: The DNHFSF must adapt forms, instructions and computer platforms to reflect the new condition of free of charge and the fees of the Annex.

The Resolution entered into force on June 12, 2025, the date of its publication in the Official Gazette.
