On February 17, 2025, the National Executive Branch published Decree 97/2025 (the “Decree”), which establishes the procedure for the total privatization of Corredores Viales S.A. under the modality of public works concessions with toll collection. This measure seeks to optimize the management and maintenance of the national road network, promoting private sector participation.
1- Key Aspects of Decree 97/2025
1.1. Privatization of Corredores Viales S.A.
The Decree authorizes the total privatization of Corredores Viales S.A. through the granting of public works concessions with toll collection, in accordance with Law 17.520.
1.2. Termination of Existing Contracts and New Concession Processes
The Ministry of Economy of the Nation, with assistance from the Public Enterprises Transformation Agency, must:
-Mutually terminate existing concession contracts for the road sections currently managed by CORREDORES VIALES S.A.
-Conduct selection processes to grant new public works concessions with toll collection to private companies.
-Proceed with the dissolution and liquidation of Corredores Viales S.A. once the new concessions are awarded and finalized.
1.3. Concession of New Road Sections
New sections of the National Road Network that are currently not under concession have been identified for incorporation into the public works concession system with toll collection. The Ministry of Economy will have the power to modify the composition of these sections, excluding or including roads as necessary for their concession.
1.4. Exclusion of Preferences and Shared Ownership Programs
The Decree states that:
-No preferences will be granted in the awarding of concessions.
-No shared ownership program will be implemented for employees or other interested parties.
1.5. Regulatory Authority
The Ministry of Economy will act as the regulatory authority, with the power to call and award national and international public tenders for road concessions. Additionally, it will issue operational and supplementary regulations for the implementation of the Decree.

This measure represents a structural change in the management of Argentina’s road infrastructure. The main effects include:
-Greater private sector participation: The measure aims to attract private investment to improve road maintenance and expansion.
-Optimization of public spending: It reduces the need for state funding for the operation of road corridors.
