On April 24, 2025, the National Communications Agency (the “ENACOM”) published in the Official Gazette Resolution No. 611/2025 (the “Resolution”, available only in Spanish here), which establishes reduction of the maximum limit of accumulation of radio spectrum for the Reliable and Intelligent Communications Service (STeFI) to one hundred and fifty (150) MHz per licensee for each area of exploitation.

Prior to the issuance of the Resolution, ENACOM had established said limit at two hundred (200) MHz, through resolution No. 1285/2023.

According to the recitals of the Resolution, the original limit of two hundred (200) MHz had been determined based on the spectral efficiency required by 5G technology, local precedents and international criteria on the deployment of IMT-2020 networks in medium bands. Based on the technical background produced by ENACOM, the Resolution indicates that the changes introduced would not affect the quality of the service, in the understanding that the limit of two hundred (200) MHz is higher than necessary according to the available technology. On this basis, the ENACOM states that this measure would favour the conditions of competition and equity in the distribution of the resource.
