TMT ( Telecoms, Media, Technology) Department Report | Normative Alert: Adoption of Cell Broadcast Technology as the National Standard for Emergency Alerts.

Dear all,

On July 17, the Official Gazette published Resolution ENACOM 960/2025, which establishes Cell Broadcast technology as the national standard for the dissemination of early warning alerts via mobile telephony in the Argentine Republic. The full text of the resolution is available at this link (in Spanish).

This measure arises from the need, highlighted by the National Ministry of Security, to have an early warning system that allows the largest possible number of citizens to be alerted in the shortest possible time in emergency situations, providing precise instructions to mitigate risks. It is recognized that mobile telephony is currently the most widely used mass communication medium.

Cell Broadcast technology is characterized by its ability to send emergency messages simultaneously to all mobile phones located within a specific geographic area, without requiring users to subscribe or download additional applications.

Collaboration with mobile operators, civil defense agencies, meteorological organizations, and authorities at various levels of government is planned to ensure a coordinated and efficient implementation.

We remain at your disposal for any additional information you may require.

Yours sincerely,

Emilio Beccar Varela
