Modification of Spectrum Allocation for Satellite Mobile Service – Resolution 640/2025

Telecommunication, Media and Technology Department Report | Modification of Spectrum Allocation for Satellite Mobile Service – Resolution 640/2025

On May 6, 2025, Resolution No. 640/2025 (the “Resolution”) of the National Communications Agency (“ENACOM”) was published in the Official Gazette, which modifies the frequency allocation for the Satellite Mobile Service within the Frequency Band Allocation Table of the Argentine Republic (“CABFRA”).

In particular, it revokes the allocation established in Resolution No. 10-ENACOM/2024, which assigned the 1980 to 2010 MHz bands for Earth-to-space communications and the 2170 to 2200 MHz bands for space-to-Earth communications.

Instead, the Resolution expands the band assigned for the uplink, establishing that the 1990 to 2025 MHz segment will be used for Earth-to-space communications, while maintaining the 2170 to 2200 MHz segment for space-to-Earth communications unchanged.

The modification aims to prevent harmful interference with already existing primary services, particularly with the Personal Communications Service, which operates in the 1980–1990 MHz band. When considering the assignment of satellite use within that same range, significant technical difficulties were identified in adopting the necessary safeguards to ensure that such services are not affected by emissions from new satellite systems, given their level of deployment, mass adoption, and inherent characteristics.

The Resolution formalizes the incorporation of the new frequency allocation into the CABFRA, thereby updating the current regulatory framework.
