TMT (Telecoms, Media & Technology) Department report | Directorate for the Registry of Internet Domains – Provision No. 226/2020: sanctioning procedure for multiple requests for unpaid domains

Dear Sir or Madam,

Provision No. 226/2020 of the National Directorate for the Registry of Internet Domains (the “Directorate”), published in the Official Gazette on November 17th, 2020, creates the Sanctioning Procedure for multiple requests for unpaid domains ( the “Procedure”).

The Procedure arose from the fact that the Directorate detected that certain users made a considerable amount of domain registration requests in NIC Argentina on a daily basis, selecting “RAPIPAGO” as the fee payment means, which operates offline, not reflecting the immediate payment in the system, which caused the domain to appear as pre-reserved for the expiration period of the payment coupon (72 hours) repeatedly.

As a consequence, other NIC Argentina Users were prevented from effectively requesting and registering the pre-reserved domains because they were pending payment.

Although this practice was already punishable by virtue of the Regulation for the Administration of Internet Domain Names, the Directorate considered it necessary to deploy immediate actions aimed at mitigating the possible damages that the practice could generate in other users, as well as to the registry system of internet domains.
