On January 31, 2025, the present Decree was published in the Official Gazette. Through this Decree, the Extrazone Import Duty (D.I.E.) rate is reduced to 0% for goods classified under the tariff positions listed in Annex I, which is part of the Decree, whose FOB value does not exceed USD 16,000.
The measure applies to vehicles that use a different type of engine technology than internal combustion engines, such as hybrid vehicles (which have both an electric and a combustion engine), electric vehicles (with only an electric motor), and hydrogen vehicles (with a fuel cell motor).
Additionally, a maximum annual import limit for units that can be imported under this measure is established.
The regulation establishes in Article 4 that the mentioned effects will not apply to vehicles that meet any of the following characteristics:
-Unladen weight of 400 kg or less for vehicles intended for passenger transport (excluding the weight of batteries in electric vehicles);
-Maximum power of 15 kV or less and;
-Range of 80 km or less.
Furthermore, the measure stipulates that the Ministry of Industry and Commerce and the Customs Control and Revenue Agency, within the framework of their responsibilities, will implement the systemic mechanisms to enable the application of this measure.
The provisions of the measures announced here will come into effect on January 31, 2025, and will remain in force for a period of FIVE (5) years.
