On July 26, 2023, the Official Gazette published Disposition 3/2023 from the General Directorate of Sectorial and Special Programs and Projects, under the Ministry of Transport, which:
a) Approves the bidding process for Consultancy Services for the Development of the Comprehensive Public Passenger Transport Subsidy System, which will be conducted using the Quality and Cost-Based Selection (QCBS) method. The respective contracting procedure must comply with the procedures set forth in the “World Bank’s Procurement Regulations for IPF Borrowers – Goods, Works, Non-Consulting and Consulting Services” dated November 24, 2020, within the framework of Loan No. 9232-AR.
b) Approves the Invitation Notice Model and its Forms I, II, III, and IV for Expressions of Interest corresponding to the Consultancy Services for the “Development of the Comprehensive Public Passenger Transport Subsidy System”.
c) Authorizes the publication of the call for Expressions of Interest for the hiring of Consultancy Services for the “Development of the Comprehensive Public Passenger Transport Subsidy System”.
d) Establishes that the Evaluation Committee for Projects and Programs with External Financing will be responsible for analyzing the Expressions of Interest submitted.
e) Approves the estimated budget for hiring Consultancy Services, amounting to three hundred thirty million argentine pesos ($330,000,000), including VAT.
f) Determines that the expenses arising from this measure will be charged to the 2023 budget, to be financed with resources from Loan No. 9232-AR.
Expressions of interest must be received in writing, with attached digital support, at the address indicated below (in person, by mail, or by email), no later than August 18, 2023, 3:00 p.m. Argentina local time.
