International Trade and Customs Department report | Information regarding Anti-dumping duty investigation in Argentina

Dear Sir or Madam,

On January 22nd, 2020, the Argentine Ministry of Productive Development issued Resolution No. 33/2020, whereby it decided to initiate a sunset and changed circumstances review of the Antidumping duties that had been imposed in year 2015 against the imports of tennis balls originating in the People’s Republic of China, Kingdom of Thailand and Republic of the Philippines. The national producer that requested the initiation of this antidumping procedure is called ESAT S.A.

The Anti-dumping duties currently in force that are being subject to review are the following:

1. Imports of tennis balls destined for use in competition, in pressurized tubes:
a) Originating in China: a specific antidumping duty equal to zero point twelve American dollars per unit (US$0,12 /unit);
b) Originating in Thailand: a specific antidumping duty equal to zero point thirteen American dollars per unit (US$0,13/unit);
c) Originating in Philippines: a specific antidumping duty equal to zero point twenty-one American dollars per unit (US$0,21/unit).

2. Imports of unpackaged tennis balls originating in China, Thailand and Philippines: a specific antidumping duty equal to zero point fifty-two American dollars per unit (US$0,52/unit).

Through the abovementioned Resolution, the Ministry of Productive Development decided to examine whether, despite the application of these antidumping measures, there are still dumped imports that are causing damage to the Argentine industry of tennis balls.

According to the Ministry of Productive Development, the abolition of the existing Antidumping duties on the imports of tennis balls from China, Thailand and Philippines would be likely to lead to the recurrence of dumping and injury to the local industry.

All those exporters who are interested in participating in this procedure, have thirty (30) extendable days to complete and file the questionnaires and documents that will allow them to be considered as a party into the antidumping proceeding.
