Our Public Law Department is a recognized market leader, providing specialized advice to the private and public sectors as well as to international organizations. We serve national and international companies based on a sound understanding of the public law environment impacting each industry, advising clients from a broad spectrum of sectors such as transportation, banking and finance, agribusiness, health, utilities, natural resources, infrastructure and construction, and telecommunications, to name a few.

Our team provides guidance on public administration at the federal, provincial and municipal levels. We have in-depth expertise in public procurement, bid processes for major projects, public works and infrastructure concessions, public-private partnerships (PPPs), government contracts, public finance, and the zoning, planning and economic regulation of industries and utilities.

We represent and handle a wide range of administrative procedures before public bodies and regulatory commissions, as well as public law litigation and judicial review procedures, injunctions, class actions, and appellate reviews before federal and provincial courts including the Federal Supreme Court and arbitral tribunals. Our experts have participated in ICSID and ICC arbitrations, including as expert witnesses.

Our team advises on regulatory issues for cross-border deals, and we assist global clients participating in international tenders or PPPs with their market entry strategies, either through acquisitions or the direct establishment of a local subsidiary, including corporate registrations. Our network of relationships with correspondents throughout the country ensures clients’ regional operations are well-served.

Throughout our history and ongoing today, various branches of government have requested our counsel on drafting or amending legislation and related regulations, as well as on issues safeguarding the interests of the government. Our experts played a constructive role in developing the Public Private Partnership (PPP) legislation and its regulation, passed in 2017. We also have provided guidance to government on specific projects such as sales of loans, equity holdings and the preparation of documents related to financing.
